Bill
passed banning use of non-degradable plastic bags

Delhi, Dec 21 : Delhi Assembly today passed a Bill, making the use
of non-biodegradable plastic bags a punishable offence and aiming
at putting a check on pollution of river Yamuna.
Passed
by voice vote, The Delhi Plastic Bag (Manufacture, Sales and Usage)
and Non-Biodegradable Garbage (Control) Amendment Bill, 2004, provides
for making "usage" of non-biodegradable plastic bags a punishable
offence.
Manufacture
and sale of such plastic bags is already prohibited.
The
Bill also aims at prohibiting throwing of garbage, including non-biodegradable
plastic bags, and religious material in the Yamuna.
It
adds the words "river" and "river bed" in the
list of areas where throwing garbage is prohibited.
The
amendment is for addressing "the problems posed by the non-biodegradable
nature of the plastic bags especially to the river, sewer system,
landfills and animals" and gives the definition of "degradable
plastic bag." "The degradable plastic bags shall meet the
international/national quality standards" and would have to be
certified by a government laboratory or one which is approved by the
government, the Bill states.
However,
the Bill proposes to reduce the penalty for not complying with the
Act from a maximum of one year to a maximum of three months. PTI
